HISTORY: -

The office, originally known as Office of the Accountant General, Punjab, was set up at Shimla after the partition of the country in 1947. On re-organization of the States from 1st November, 1956 the office of the Comptroller, PEPSU, was also merged with the composite office. On further re-organization of the States with effect from 1st November, 1966 the office was named as the Office of the Accountant General, Haryana and came into existence during the year 1967 on trifurcation of office of Accountant General Punjab, Shimla. The office shifted to Chandigarh in January 1969. After restructuring of Indian Audit and Accounts Department from 1st March, 1984, the erstwhile office of the Accountant General Haryana was bifurcated into distinct offices Accountant General (Audit), Haryana & Accountant General (A&E), Haryana with separate cadres for respectively dealing with (a) audit work and (b) accounting and entitlement work. All the Accounting and Entitlement functions (except GAD) were entrusted to the A&E office. The office is presently headed by the Accountant General.

MANDATE AND CONSTITUTIONAL PROVISIONS

Accountant General (Accounts & Entitlement), Haryana functions under the Comptroller & Auditor General of India (CAG) who is the Head of the Indian Audit & Accounts Department. The Comptroller & Auditor General of India is a Constitutional Authority appointed by the President of India by warrant under his hand and seal.


In accordance with Articles 149 and 150 of the Constitution of India read with Section 11 of the Comptroller and Auditor General of India (Duties, Powers & Conditions of Service) Act, 1971, CAG of India is responsible for compilation and preparation of the accounts of the Government of Haryana. This function is discharged through the office of the Accountant General (A&E) Haryana who is also responsible for maintenance of GPF & Loan accounts, thereby authorizing Final Payment of GPF balance and Pensionery benefits to the State Government Employees, issuance of NDC and Inspection of Treasuries/Sub-Treasuries. The Accountant General also exercises administrative control over Sr. Divisional Accounts Officers/Divisional Accounts Officers-I/Divisional Accounts Officers-II and Divisional Accountants posted in various PWD divisions of Haryana State.
